Program Overview
The Faculty of Medicine, Public Health, and Nursing (FK-KMK) Universitas Gadjah Mada (UGM), in partnership with the Faculty of Medicine, Dentistry and Health Sciences, The University of Melbourne (UoM), offers an exciting opportunity for prospective students to study health policy and management in the Double Degree Program, combining the Master of Health Policy and Management (MHPM) at UGM and the Master of Public Health (MPH) at UoM.
This double degree program is eligible for LPDP funding. Applicants planning to apply for LPDP are welcome and encouraged.

The Double Degree Program is designed to be completed in four semesters (two years) and commences at UGM during the Semester 1 (August) intake. Students undertake Semester 1 and Semester 4 at Universitas Gadjah Mada (UGM), and Semester 2 and Semester 3 at the University of Melbourne (UoM).

Fees
The tuition fees follow the official regulations of each university.
- Universitas Gadjah Mada: Rp100.000.000,00 per year (2026)
The tuition fee (Uang Kuliah Tunggal/UKT) is paid per semester (Rp50.000.000,00 each semester). UKT covers all academic costs for that semester, and students do not incur additional per-credit or per-course charges.

Tuition fees at UoM are subject-based, varying according to the subjects taken each semester. Fees are charged per year of enrollment, reviewed annually, and may change each year.

Scholarship
The Indonesia Endowment Fund for Education (LPDP) offers several scholarship schemes applicable to this double degree program, including the Regular, Partial, Targeted, and Affirmative schemes. The Regular, Targeted, and Affirmative Schemes provide full funding for both the domestic and overseas study periods, while the Partial Scheme covers only the overseas component.
Prospective students may obtain a Letter of Acceptance prior to submitting their scholarship application. LPDP typically opens applications twice a year: Batch 1 in January and Batch 2 in July, with exact dates confirmed annually on LPDP’s official website.

- Undergraduate health professional degree from accredited program meeting the University of Melbourne’s minimum requirement of 65% Weighted Average Mark, with an equivalent GPA of:
- Accredited A program: ≥ 2.50 / 4.00
- Accredited B program: ≥ 2.75 / 4.00
- Accredited C program: ≥ 3.00 / 4.00
- Undergraduate health professional degree from accredited program meeting the University of Melbourne’s minimum requirement of 65% Weighted Average Mark, with an equivalent GPA of:
- Aptitude Test (UGM requirement)
- A minimum score of ≥ 575 on any one of the following aptitude tests: PAPs UGM, TPDA PLTI, TPA BAPPENAS

Submit Your Application
Step 1: Apply to Universitas Gadjah Mada (UGM)
UGM accepts applications in two periods:
- January–July (First Semester/Semester Gasal Intake)
Applicants who submit during this period may begin their studies in August of the same year.
- September–January (Second Semester/Semester Genap Intake)
Applicants who apply during this period will begin their studies in August of the following year.
Gather the required supporting documents and apply through the UGM platform.
Step 2: Apply to the University of Melbourne (UoM)
After receiving a recommendation letter from UGM, students may proceed with the application to the University of Melbourne. For the February intake, applications generally close in November of the previous year.

Step 3: Begin studies after receiving admission offer
- UGM: Studies commence in August, and students may begin their UGM coursework before receiving the University of Melbourne decision.
- UoM: The program begins in February.

Q: Bagi lulusan pendidikan kesehatan yang menempuh program sarjana dan profesi, IPK jenjang mana yang digunakan sebagai syarat pendaftaran?
A: IPK dari jenjang sarjana dan profesi akan digabungkan dan dihitung sebagai IPK kumulatif untuk memenuhi persyaratan akademik pendaftaran.
Q: Apakah terdapat format khusus untuk deskripsi rencana penelitian/tesis? Apakah perlu menghubungi calon supervisor sejak awal? Apakah topik penelitian dapat berubah di kemudian hari?
A: Terdapat format rencana penelitian yang dapat diisi setelah pendaftaran melalui portal Universitas Gadjah Mada. Calon mahasiswa dapat mencantumkan judul dan concept note penelitian. Tidak diwajibkan untuk menghubungi calon supervisor pada tahap pendaftaran. Rencana penelitian ini bersifat persyaratan administratif awal, sehingga topik penelitian masih dapat disesuaikan atau diubah selama masa studi sesuai dengan minat dan perkembangan akademik mahasiswa.
Q: Apakah mahasiswa MHPM UGM yang sudah memulai perkuliahan dapat mengikuti Program Double Degree?
A: Saat ini belum tersedia skema resmi bagi mahasiswa MHPM UGM yang telah memulai perkuliahan untuk melanjutkan ke Program Double Degree. Apabila terdapat kebijakan atau skema baru dari UGM, informasi akan disampaikan secara resmi kepada mahasiswa.
2. Proses Pendaftaran dan Seleksi
Q: Apakah portal pendaftaran Program Double Degree terpisah dari portal penerimaan mahasiswa reguler?
A: Pendaftaran Program Double Degree menggunakan portal penerimaan mahasiswa UGM yang sama, yaitu melalui laman https://um.ugm.ac.id/. Pada tahap pengisian aplikasi, calon pelamar dapat memilih opsi Program Double Degree sesuai dengan minat.
Q: Mengingat timeline pendaftaran UGM yang lebih dahulu dibandingkan University of Melbourne, apakah memungkinkan apabila sudah diterima di UGM namun tidak diterima dalam proses admisi di University of Melbourne?
A: Sebelum mendaftar Program Double Degree, calon pelamar disarankan untuk mempersiapkan seluruh persyaratan baik dari UGM maupun University of Melbourne. Proses seleksi Program Double Degree dilakukan sejak tahap pendaftaran awal di UGM. Setelah calon mahasiswa dinyatakan diterima di UGM untuk skema Double Degree, UGM akan menerbitkan surat rekomendasi yang digunakan dalam proses pendaftaran ke University of Melbourne.
Apabila calon mahasiswa belum memenuhi persyaratan, calon mahasiswa akan disarankan untuk memperbaiki dan menyesuaikan aplikasi sesuai dengan persyaratan Program Double Degree, atau mempertimbangkan pendaftaran ke program reguler MHPM UGM.
Q: Apabila sudah menerima Letter of Acceptance (LoA) untuk program MPH University of Melbourne, apakah masih dapat mendaftar Program Double Degree ini?
A: Ya, tetap dapat mendaftar. Silakan melanjutkan pendaftaran ke Program Double Degree di UGM sesuai dengan jadwal penerimaan mahasiswa baru yang berlaku. Setelah dinyatakan diterima di UGM, Departemen akan menyiapkan surat rekomendasi yang dapat disampaikan kepada pihak admisi University of Melbourne untuk proses integrasi ke dalam skema Double Degree MHPM UGM – MPH UoM.
3. Beasiswa LPDP
Q: Untuk Program Double Degree ini, pendaftaran LPDP menggunakan skema luar negeri atau dalam negeri?
A: Pendaftaran LPDP menggunakan skema luar negeri, dengan memilih program studi Double Degree antara UGM dan University of Melbourne.
Q: Apakah pendaftaran LPDP harus memiliki Letter of Acceptance (LoA)? LoA seperti apa yang dapat digunakan?
A: LoA tidak wajib pada saat pendaftaran LPDP, sehingga calon pelamar dapat mendaftar melalui jalur non-LoA. Apabila mendaftar menggunakan LoA, LPDP menerima LoA dari UGM yang menyatakan bahwa calon mahasiswa diterima dalam Program Double Degree MHPM UGM dengan MPH University of Melbourne.
4. Proses Pembelajaran Akademik
Q: Di MHPM UGM terdapat beberapa peminatan. Apakah mahasiswa Program Double Degree perlu memilih peminatan tertentu?
A: Tidak. Program Double Degree memiliki course structure khusus yang telah disusun bersama oleh UGM dan University of Melbourne. Rencana studi ini dirancang untuk memastikan mahasiswa memenuhi seluruh persyaratan akademik sehingga dapat lulus dan memperoleh dua gelar master dari kedua institusi.
Q: Bagaimana skema pembimbingan tesis pada Program Double Degree ini?
A: Mahasiswa akan mendapatkan bimbingan dari pembimbing dari UGM dan University of Melbourne.
